BCHD has NO IMPACT on Health Outcomes using SPA8-wide Health Data from LACDPH

BCHD paid Gallup $400K for some work, including that press release that claimed HUGE medical cost savings. Certainly residents aren't saving $180M a year. Maybe Gallup is counting INSURANCE COMPANIES pocketing profits?


We found it odd that Gallup only computed the savings for MB/HB/RB. Why not some of the other cities in LA County Service Planning Area 8 (SPA8) now that BCHD has expanded its service area. Then we found out that ALL OF LA-Long Beach metro area had an $808/household lower annual cost of healthcare than the US Average.


LA County Health was happy to help us and provided lots of health, income, and other information for cities in SPA8 above 20,000 population. So we used that information and the Gallup formulas and computed the health outcome $ savings on a per person basis for a dozen or so cities with data.


First - we found that household income alone is over 90% correlated with Gallup's health savings. That means we darned well should have GREAT health outcomes in the Beach Cities.


Second - we tested to see if being a BCHD city had any extra benefit. NO BCHD BENEFIT. In fact, the BCHD impact was SLIGHTLY NEGATIVE (worse health than expected for our high incomes). (note, the BCHD impact was not statistically significant, so NO IMPACT BY BCHD is the statistical conclusion - even though the estimated impact was negative.)


We've provided the analysis to Gallup and all agencies that work with BCHD. Since we taxpayers paid $400K+ to Gallup for BCHD work, it only seems fair that we check it.
